Competencies Contextualized: Towards a Spatiotemporal Lens

This paper develops a comprehensive framework for understanding graduate employability in the contemporary workforce. Building on the Bologna Process's competency-based approach and drawing on four recent empirical studies (Soltani & Donald, 2024; Soltani et al., 2024; Soltani & Tomlinson, 2024; Soltani & Zegwaard, 2024), the paper reveals that graduate employability is a context-dependent process that is determined by macro, meso, micro forces, and their interplay. The framework demonstrates that competencies are neither static nor universal, but rather evolve through interactions with workplace practices, resource accessibility, and social networks. The findings show that identity construction and structural factors significantly influence how graduates develop, demonstrate, and capitalize on their competencies in professional settings. In the Singapore context, this framework addresses pressing challenges in preparing graduates for both global competition and local workforce needs. The research aligns with Forward Singapore Report objectives, particularly regarding inclusive growth, lifelong learning, and workforce resilience. The analysis highlights the importance of balancing global competencies (such as intercultural communication and resilience) with local workplace dynamics (including industry-specific practices and organizational cultures). The study provides actionable insights for higher education institutions, policymakers, and employers. Key recommendations include strengthening industry partnerships, implementing targeted lifelong learning initiatives, and fostering inclusive workplace cultures that recognize diverse forms of capital and professional identities. By integrating competency development with contextual understanding, this research contributes to enhancing graduate employability outcomes in Singapore and globally.<p></p>
